Municipalities and their citizens are turning into active and innovative agents in governing climate change, and there has been a recent trend in innovative forms of governance to tackle this issue. This research inquires into challenges and consequences of innovative climate change governance at the local level in Portugal and Germany from lens of transformation theory.
