The European Union aims to reduce its primary energy consumption by 20% by 2020. The aim is to make Europe a highly energy-efficient economy with low CO2 emissions, in line with current energy and environmental needs. In this context, the Energy Policy Action Plan is a key instrument for achieving European objectives. It was in this framework that Portugal developed a national plan for the promotion of energy efficiency. Within the scope of this Plan a working group on social behaviors was set up, whose mission was to establish a set of measures to ensure attention and public mobilization regarding the need to change behaviors towards increasing energy efficiency.
